Madeira's Student Travel Program Extended Until 2027

On July 2, 2026, the Regional Government of Madeira announced the prolongation of the Student Insular Program, a significant initiative aimed at supporting the educational journeys of Madeiran students. This program, now set to continue until June 30, 2027, offers financial assistance for air travel between Madeira, the Portuguese mainland, and the Azores. Additionally, it includes potential support for inter-island maritime services.
The decision, taken during a government council meeting, highlights the administration's commitment to facilitating educational opportunities for insular students. The newly approved regulation, known as the Specific Support Regulation for Student Passengers, outlines a treasury support mechanism for travel costs, which students are obligated to repay under certain conditions.
Moreover, the government has sanctioned cooperation protocols with the Innovation and Modernization Agency of Madeira (AIM) and various travel and tourism agencies. These agreements ensure efficient processing and reimbursement of travel costs for the academic years 2025/2026 and 2026/2027.
To streamline the process, intermediary entities must submit travel requests for journeys conducted by June 15, 2027, through the Student Insular platform by June 18, 2027. This timeline allows AIM to reimburse the prepaid amounts in a timely manner.
The program also mandates the issuance of declarations of subrogation and honor commitments by student travelers, ensuring compliance with the new regulations. The support framework is designed to enter into effect immediately after publication, retroactively applying from June 6, 2026.
