The Funchal City Council hosted the II Action on Health and Well-Being Promotion on July 29, 2026. This initiative brought together local officials, public entities, social institutions, associations, and professionals from various fields to discuss, share best practices, and enhance cooperation in promoting health and quality of life for the residents of Madeira.
Helena Leal, the City Councilor for Health, highlighted the essential role of local authorities in fostering health and well-being. She noted that the proximity of municipalities and parish councils to the population, combined with their knowledge of the territory, allows for identifying needs and developing tailored responses for each parish.
Leal emphasized that promoting health extends beyond providing healthcare services. It includes creating conditions that enhance quality of life, autonomy, and well-being, encouraging citizens to take an active role in their physical and mental health.
The councilor advocated for integrating health into all municipal policies through cooperation between municipalities, parish councils, health services, institutions, schools, universities, and associations.
Helena Leal also mentioned the strengthening of the delegation of competencies by the Funchal Municipality through interadministrative contracts, which has increased the autonomy of parish councils, along with financial reinforcement, allowing for more rapid, effective, and localized responses.
The municipal executive remains committed to developing policies that promote healthy lifestyles, enhance health literacy, and contribute to a more inclusive, supportive, and resilient community.
