Madeira Hosts Timor-Leste's Finance Minister for Fiscal Intelligence Exchange

From June 15 to 19, Madeira played host to a delegation from the Democratic Republic of Timor-Leste, led by Finance Minister Santina Viegas Cardoso. This visit was part of a study tour facilitated by the European Commission's TAIEX programme, focusing on the exchange of best practices in fiscal intelligence and public finance management.
The initiative aimed to provide Timor-Leste officials with a comprehensive understanding of Madeira's advanced fiscal systems, including budget management tools, economic analysis, and data-driven decision-making processes. These systems are crucial for efficient governance and economic planning, especially in regions like Madeira that rely heavily on tourism and external investments.
Throughout the five-day visit, the delegation engaged in technical meetings, workshops, and institutional visits organized by Madeira's Regional Secretariat of Finance. These sessions covered critical topics such as budget cycle management, data governance, financial information systems, performance-based budgeting, multi-year planning, and the use of advanced analytics for reporting.
Duarte Freitas, Madeira's Regional Finance Secretary, emphasized the importance of international cooperation and knowledge sharing between public administrations. He highlighted that such exchanges are vital for strengthening institutional capabilities and modernizing public services.
The visit also focused on identifying future cooperation opportunities between Madeira and Timor-Leste. The mission included experts in planning and budgeting, information systems, economic and legal advisory, and specialists in developing Artificial Fiscal Intelligence (AFI) solutions.
This collaboration underscores Madeira's role as a leader in fiscal intelligence, offering valuable insights to Timor-Leste as it seeks to enhance its public finance management systems.
