In a significant move for the autonomous regions of Madeira and the Azores, the Portuguese Assembly has approved a law proposed by the Legislative Assembly of Madeira. This law aims to enhance the participation of these regions in the national systems of qualifications, training certification, and skills recognition.
Previously, Madeira and the Azores held only advisory roles, limited to being observers. With this new legislation, they will now participate fully in the decision-making, coordination, and monitoring of public policies concerning professional qualification and certification.
Vânia Jesus, a PSD/M delegate to the national assembly, emphasized the importance of this change. She highlighted that the Social Democratic Party (PSD) spearheaded this advancement, contrasting it with the previous government's lack of effective representation for the regions.
The regions have developed homologous structures in professional qualification, training, certification, and employment, providing them with direct insight into their unique economic and social landscapes. This participation ensures that public policy decisions are more effectively implemented, directly impacting the regional labor markets, workforce qualifications, and business competitiveness.
Madeira and the Azores boast a structurally lower unemployment rate, around 5%, compared to the national average. The new law is expected to further enhance the regions' educational and training offerings, reduce early school dropout rates, and strengthen programs aimed at aligning skills with market demands.
