JPP proposes parliamentary inquiry into Polícia Judiciária oversight
Madeira GuideJPP has proposed a 180-day parliamentary inquiry into procedures at the Polícia Judiciária and the government's supervision of the force during Luís Neves's tenure as national director.
Filipe Sousa, a JPP deputy, presented a proposal in the Assembleia da República for a parliamentary inquiry to scrutinise administrative procedures, internal control mechanisms and government oversight of the Polícia Judiciária while Luís Neves was national director.
The proposal provides for an inquiry lasting 180 days. It would examine Polícia Judiciária public procurement with ConstruBarcelos, Lda. between 2020 and 2025, including the procedures used, possible splitting of expenditure, contract execution and oversight, and whether contracted work matched work executed and invoiced.
It would also examine whether safeguards against conflicts of interest, impediments and corruption risks existed and were applied. The inquiry would seek to clarify whether a private contractual relationship between the then national director and the company's head affected the impartiality, transparency or regularity of procedures in which the company won contracts.
The proposed inquiry would cover the management of assets seized by the Polícia Judiciária, including the trailer confiscated in Operation Pacoba. It would examine documents on decisions about its custody, movement and destination, who took and signed those decisions, their grounds and the control mechanisms used.
It would also analyse the Prime Minister's and justice ministers' roles in Luís Neves's appointment and reappointment as national director in 2018, 2021 and 2024, and whether government monitoring, inspection, inquiry and oversight powers were exercised or omitted. The initiative excludes any assessment of criminal offences or decisions by the Ministério Público and judicial authorities in specific cases.
Sousa said the initiative was not intended to condemn anyone in advance or replace the Ministério Público or the courts, but to seek transparency, clarification and responsibility.
