The rules on putting out and collecting rubbish in Funchal, and the fines for breaking them, are to be rewritten. A draft will go to public consultation.

Funchal City Council voted unanimously on Wednesday, 28 October, to begin revising the municipal regulation on waste management, street cleaning and polluting behaviour.

The current regulation is more than 20 years old. Mayor Jorge Carvalho called the vote one of the most important decisions of the meeting, which had been brought forward from Thursday because of the councillors' schedules.

The proposal came from councillor Paula Jardim Duarte, who is responsible for the environment and environmental inspection. The revision will cover the rules for depositing, collecting and managing waste, set out who is responsible for what, and update the system of offences, including the amounts of the fines.

The council will now draft the new regulation. The draft goes back to the council executive and then to public consultation.

According to DN Madeira, independent councillor Jorge Afonso Freitas wants the revision to do more than raise penalties. He proposed incentives for neighbourhoods, schools and shopkeepers that help keep the city clean.

In August this site reported on new urban cleanliness initiatives in Funchal.
