Funchal's Carmo Urban Plan Approved Amidst Debate

The Funchal City Council has officially approved the Carmo Urban Plan in a meeting held on August 27, 2026. This plan, which began its course in 2014, aims to rejuvenate the historic center of Funchal through substantial urban renewal efforts. The proposal will now move to the Municipal Assembly for further discussion and ratification by the end of September.
The Carmo Urban Plan outlines a comprehensive strategy for improving public spaces, streets, and accessibility within the central district. It also sets the stage for building renovations and the construction of new housing. The total investment is projected at €1.4 million from municipal funds and an additional €13 million from private investors.
Despite the plan's approval, not all council members were in agreement. Jorge Afonso Freitas, an independent councilor, voted against the proposal. While acknowledging the plan's technical merits and its significance for the urban revitalization of the area, Freitas expressed concerns over resource allocation and parking solutions. He emphasized that his dissent was rooted in prioritization issues rather than the plan's overall quality.
In addition to the Carmo Urban Plan, the Funchal City Council approved several other initiatives, including the provision of over 700 educational material supports and financial backing for 16 educational institutions, totaling €110,000. The council also endorsed measures to accept donations for cultural and heritage site preservation, following the restoration of the Salão Nobre of the Paços do Concelho.
This urban plan represents a significant step forward for Funchal, aiming to enhance both the city's aesthetic appeal and its functional infrastructure, thus boosting its attractiveness to both residents and tourists.
