The issue came to light following a meeting between Élvio Sousa, the general secretary of JPP, and António Manuel Lopes, the President of the Physiotherapists' Order. The meeting aimed to discuss solutions for overcoming the restrictions imposed by the regional government, which is led by a coalition of the PSD and CDS parties.
According to JPP, the new limitations allow only physiatrists and pediatricians to prescribe subsidized physiotherapy sessions, excluding other specialists such as orthopedists, neurologists, rheumatologists, and general practitioners. This move, they argue, will disproportionately affect lower-income residents, particularly the elderly, who rely heavily on public healthcare due to financial constraints.
Élvio Sousa emphasized that the decision would exacerbate existing challenges in the healthcare system, including long wait times and increased bureaucratic hurdles. He highlighted that the waiting list for physical medicine and rehabilitation services has grown by over 200% between 2015 and 2025, with only a small percentage of first consultations being met promptly.
The Secretary for Health and Civil Protection, Micaela Freitas, defended the restrictions as necessary for improving service delivery. However, JPP disputes this claim, suggesting that the measures are more about protecting corporate interests than benefiting patients.
