This initiative follows a report that in 2026, the Public Security Police (PSP) and the National Republican Guard (GNR) received only 14 complaints, a figure the party believes does not reflect the true scale of the problem. They argue that complaints are made through various channels and not all constitute a criminal offense.
To provide context, ADN-Madeira referenced data from 2025 from the Provedoria do Animal, which recorded 41 complaints, of which 16 were formalized. The disparity in numbers emphasizes the need for transparency to ensure that the issue is accurately represented.
