Elsa Fernandes has introduced a legislative proposal to improve teacher employment stability and address service time recognition in Madeira.

In a significant move towards reforming teacher employment in Madeira, Elsa Fernandes, the Regional Secretary for Education, Science and Technology, presented a legislative proposal in the Assembleia Legislativa. The proposal aims to enhance the stability of teaching staff and improve the management of human resources within the regional education framework.

The new diploma outlines changes to the employment terms of teachers, specifically targeting the tenure of temporary contracts. It proposes a maximum limit of three consecutive years for fixed-term contracts with the regional government’s education department, after which teachers would have the opportunity for permanent positions.

Furthermore, the legislation seeks to address long-standing issues regarding the recognition of service time for teachers. According to Fernandes, the proposal is designed to promote justice, equity, and legal security in the professional journeys of Madeira's educators. This adjustment is seen as a crucial step in acknowledging the actual service rendered by teachers in the region.

Fernandes emphasized that the legislative changes are pivotal for securing a fair work environment for teachers, which in turn, contributes to a more effective educational system on the island. By ensuring that teachers have stable employment and their service time is duly recognized, the proposal aims to foster a more committed and motivated teaching workforce.
