PSD votes against Machico local accommodation rules

The party says the new rules rely too heavily on limits and do not provide a sufficient plan to expand housing supply in Machico.

PSD councillors in Machico voted against the Municipal Regulation for Local Accommodation, which was approved with PS votes at the last meeting.

PSD said it recognises the need to regulate the activity and balance housing, tourism and other land uses. However, it said the adopted rules place restrictions on investment without parallel municipal measures capable of effectively increasing housing supply for Machico residents.

The party said the regulation mainly relies on containment and limitation. It questioned the use of a 10% ratio between local accommodation registrations and the total number of buildings, based on INE geographic reference information, saying this measures buildings rather than the effective number of housing units.

The regulation limits local accommodation to 25% of dwellings in certain buildings across the municipality. According to Funchal NotĂ­cias, new registrations are not allowed in the containment area of Machico city, except for certain buildings undergoing rehabilitation works and new buildings with three or more floors, within the regulation's limits.

PSD said the policy should better distinguish the urban centre from rural and low-density areas, while supporting rehabilitation, quality, energy efficiency, safety, accessibility and rural heritage. It said limiting local accommodation alone would not solve the housing problem and called for more housing supply, construction, rehabilitation, affordable housing and conditions for private investment.
