JPP calls for urgent assessment of São Gonçalo escarpment
JPP has called for an immediate assessment of a slope near Rua Conde Carvalhal and raised concerns about housing delays, mobility and the parish centre.
JPP carried out a working visit to São Gonçalo on Saturday with local officeholders, deputies and party leaders to hear residents and identify problems. The party called for an immediate assessment by the competent authorities of the escarpment above Rua Conde Carvalhal. It said the escarpment needs urgent consolidation and poses a danger to road safety, people and property.
JPP said the visit found a worrying lack of public investment in areas where problems have awaited adequate responses for years. It said the third phase of the São Gonçalo Housing Complex began in 2022 with PRR funding for 27 apartments and was initially expected to be completed in 2024. The party said deadlines were repeatedly postponed and that the works still did not meet announced timetables in 2026.
The party said it had taken four years to build only 27 apartments and that explanations were needed. It also said internal and external mobility remains a problem, particularly for people without cars in an ageing parish with upper areas and insufficient public transport routes.
JPP said the parish centre lacks a strategy for upgrading, investment and revitalisation. It called for a concrete strategy to qualify, promote and valorise São Gonçalo's scenic spaces, which it said are underused despite the parish's viewpoints and views over Funchal.
The party said São Gonçalo residents have the right to know the concrete responses of Funchal City Council, the Regional Government and the Parish Council to the safety, housing, mobility and territorial-valorisation issues it raised.
