Élia Ascensão presented a detailed comparison, highlighting that in 2026, Funchal had a budget of €136.6 million with a surplus of €33 million, representing 24.1% of its total budget. In contrast, Santa Cruz had a budget of €51.9 million with a surplus of €13 million, accounting for 25.1% of its budget.
