Legal Experts Call for Strengthening Madeira's Legislative Power
Madeira GuideAt a recent regional law congress in Madeira, experts highlighted the need to reinforce the island's legislative autonomy amidst constitutional review discussions.
At the I Congresso de Direito Regional in Madeira, prominent legal figures called for a strengthening of the island's legislative autonomy. This call comes amid ongoing discussions about the constitutional review and potential changes to the Madeira Statute.
Paulo P. Gouveia, a judge and president of the Scientific Council of the Regional Law Association, emphasized the historical inactivity of Madeira's regional legislative body since 1976. He pointed out that the regional legislature has not been very active, which he identified as a significant problem for the region's governance.
Joining the conversation, lawyer Ricardo Vieira stressed the importance of legislative power in maintaining Madeira’s autonomy. Speaking at a roundtable titled '50 Years of Autonomy: Past, Present, and Future,' Vieira noted that the legislative aspect is what distinguishes Madeira's autonomy within the Portuguese constitution.
Vieira highlighted that while the constitution provides for three types of regionalization, only the models implemented in the Azores and Madeira have been successfully realized. He argued that strengthening legislative powers is crucial for the island's future autonomy and governance.
The discussions underscored a broader concern about the need for qualified legal support to ensure that any constitutional revisions or statutory changes bolster, rather than hinder, the island's autonomy. This is particularly relevant as Madeira approaches the 50th anniversary of its autonomous status.
These discussions are vital for both residents and tourists, as they impact the governance and legislative framework of Madeira, which in turn affects local policies and regulations.
