Funchal Extends Municipal Plan Review Amid Legislative Changes

The City Council of Funchal unanimously approved a two-year extension for the revision of the Municipal Director Plan (PDM), addressing recent legislative developments in land use.

In a significant move, the City Council of Funchal has unanimously agreed to extend the revision process of its Municipal Director Plan (PDM) by another 24 months. This decision, made during a recent council meeting, is aimed at aligning the city's planning framework with new legislative changes, particularly the new legal regime for rural land reorganization in Madeira.

The Need for Extension

Vice-President Carlos Rodrigues highlighted the complexity of the ongoing review process, emphasizing the necessity of this extension to adequately respond to the evolving needs of Funchal. The current PDM, deemed inadequate for the city's current demands, is undergoing suspension to address immediate housing needs, with changes expected to be implemented by mid-2026.

Community Involvement and Financial Support

The municipal authorities are encouraging public participation through ongoing consultations, allowing residents to contribute to the PDM revision. Additionally, the council has allocated 460,000 euros towards social support, including medication, higher education scholarships, and housing rents, as part of its broader community support initiatives.

Political Support for the Extension

Independent councillors Luís Filipe Santos and Jorge Afonso Freitas have both endorsed the extension, underscoring the importance of a comprehensive cadastral survey. This survey is critical for reconciling rustic land classifications with landowner rights under the new legislation.

Freitas emphasized that adapting the city's planning to the legislative 'revolution' is crucial. This new approach aims to safeguard collective interests and ensure sustainable development across the region.

Future Prospects and Challenges

The council's decision also includes a rectification of previous administrative decisions, such as the annulment related to the Quinta das Tangerinas project. Future proposals for this site must consider its historical status, aligning with the city's comprehensive planning objectives.
