Environmental Concerns and Legal Obligations
Quercus highlights the potential threat the project poses to the Freira-da-Madeira, an endemic bird species that is currently classified as "Endangered". The organization is particularly concerned about the role of the Instituto das Florestas e Conservação da Natureza (IFCN), which is advocating for the project despite its mandate to protect natural values.
The project is planned to be located partially within a Special Area of Conservation and a Special Protection Area, raising legal and environmental concerns. Quercus argues that there has not been an adequate assessment as required by Article 6, Clause 3, of the Habitats Directive.
Public and Governmental Reactions
The proposal has been described by some as "megalomaniacal and inappropriate". The Government of Madeira, however, continues to promote the project as a means of boosting tourism and economic development.
"With the knowledge available, it cannot be ruled out that this project will affect this species. Therefore, due to precaution and the permanence of extinction, this project is unacceptable."
