Emanuel Câmara, a deputy representing PS-Madeira in the Portuguese Parliament, has called upon the Minister of Agriculture and Sea to clarify his stance regarding the European Commission's proposal to centralize community funds within member states. This issue is particularly pressing for Madeira, where local management of the POSEI (Program of Options Specifically Relating to Remoteness and Insularity) is a significant concern.
During a parliamentary session with José Manuel Fernandes, part of the Agriculture and Fisheries Committee, Câmara highlighted the need for the Portuguese government to publicly support an autonomous, strengthened, and regionally managed POSEI program. He pointed out that, so far, the government has not taken a stance on this issue.
Câmara questioned whether the Minister supports centralizing these funds under the national government's control or favors regional autonomy in managing programs like POSEI. This question underscores the ongoing debate about the balance between centralization in Lisbon and regional self-management.
Additionally, Câmara emphasized the inadequacy of the current POSEI financial package in meeting the needs of regional agricultural production. He noted the disparity in treatment between Madeira and the Azores, highlighting that while the Azores received state budget support in 2025 to cover POSEI shortfalls, Madeira did not, leading to a 75% reduction in agricultural support.
This situation, Câmara argues, reflects a discriminatory approach towards Madeira and a glaring lack of equity between the autonomous regions. He demands a correction to this perceived injustice, questioning when the government will address these disparities.
