Emanuel Câmara, a deputy from PS-Madeira in the Portuguese Parliament, has taken a firm stand against the European Commission's proposal to centralize community funds, specifically the POSEI program, under the control of the national government. On April 15, 2026, during a session of the Commission of Agriculture and Fisheries, Câmara directly questioned José Manuel Fernandes, the Minister of Agriculture and Sea, urging for a clear stance on the issue.

The POSEI (Programme of Options Specifically Relating to Remoteness and Insularity) is a critical funding program designed to support the agricultural sectors in Europe's outermost regions, including Madeira and the Azores. Câmara emphasized the need for an autonomous management of these funds by the regions to address unique local agricultural challenges effectively.

Câmara highlighted that the current centralized approach has resulted in significant disparities, particularly between Madeira and the Azores. In 2025, the national government allocated additional resources to address shortfalls in the POSEI funds for the Azores, while Madeira continued to face substantial cuts, with agricultural support reduced by 75%.

This discrepancy, Câmara argues, represents a discriminatory practice and underscores a lack of fairness in the distribution of resources. He challenged the minister to clarify whether he supports the centralization of funds in Lisbon or the autonomy of regional management. This call for clarity also extended to unresolved issues raised months ago about the inadequacy of the financial envelope for Madeira's agricultural needs.

Câmara's advocacy for regional management of POSEI funds is rooted in ensuring that local agricultural producers are not disadvantaged and that regional needs are adequately met without external bureaucratic delays. The issue has gained attention amid the recent 50th anniversary of Madeiran Autonomy, highlighting the ongoing struggle for regional self-determination.
