Madeira's Public Administration Reports Surplus of €126.6 Million in November

By the end of November 2025, the consolidated global balance of Madeira's Regional Public Administration reported a surplus of €126.6 million. This represents a decrease from the €145.5 million surplus recorded in the same period of 2024. These figures are detailed in the Budget Execution Bulletin for November 2025, now available for review on the Secretariat for Regional Finance's portal.
The surplus reflects various contributions from the different subsectors of the Regional Public Administration. The Regional Government itself registered a surplus of €124.7 million, marking an improvement of €7.9 million compared to the previous year. Additionally, the Services and Autonomous Funds, including Reclassified Public Entities, showed a positive balance of €1.9 million, despite a negative balance of -€24.9 million from the EPR, which worsened by €31.9 million from 2024.
In the Government subsector, effective revenue increased by 2.7%, equivalent to €42.0 million, driven by a 26.1% rise in current transfers, including €50 million under Article 152 of the State Budget for 2025. However, tax revenue saw a slight contraction of 0.9%, with corporate tax (IRC) decreasing by 11.4% and VAT by 3.4%, partially offset by a 4.1% increase in personal income tax (IRS).
The effective expenditure of the Regional Government also saw a rise of 2.4%, amounting to €34.1 million, with an execution rate reaching 72.3%. This increase was largely due to strengthened financial management and strategic allocation of resources.
