In a significant political move, the Liberal Initiative party has introduced a resolution to the Regional Government of Madeira, aiming to extend the disease mobility regime to teachers with ties to Madeira. This proposal seeks to amend the current legal framework that solely benefits teachers moving from Portugal's mainland to the autonomous regions, leaving Madeira teachers at a disadvantage.
The disease mobility regime, as outlined in Decree-Law No. 41/2022, permits teachers from mainland Portugal to relocate to the autonomous regions of Madeira and the Azores for health reasons. However, the reverse is not currently allowed, which means teachers residing in Madeira or the Azores cannot move to the mainland under the same provisions. This legal oversight has been identified as a source of inequality among public sector teachers.
Gonçalo Maia Camelo, a deputy from the Liberal Initiative in the Madeira Legislative Assembly, has championed this cause, arguing that the existing policy creates an unjust disparity. "We are committed to ensuring equal treatment for all teachers, safeguarding personal and familial stability in times of illness, and easing administrative barriers that hinder family reunification," Camelo stated.
The proposal is particularly relevant to Madeira due to its geographical isolation, which can complicate access to specialized medical care that might be more readily available on the mainland. The Liberal Initiative's resolution also aims to prevent the outflow of professional talent from Madeira, which could be detrimental to the region's educational infrastructure.
Currently, the Azores have already implemented a system that allows teachers from across the nation to relocate there for health-related reasons, highlighting the inconsistency in Madeira's current policy. The Liberal Initiative's proposal seeks to harmonize these regulations across all Portuguese territories.
By advocating for these changes, the Liberal Initiative hopes to foster a more equitable environment for educators and maintain a robust educational system within Madeira. The resolution will be presented to the Regional Government tomorrow, with the expectation of initiating comprehensive policy reform.
